The logical conclusions from the Brexit referendum
The Brexit referendum has provided entertaining reality TV for the past week, but to get serious for one moment, the conclusion that has been drawn from the result is not logical. We heard politicians say that the British people have decided to leave the EU, and their opinion must be respected. Something about the statement doesn't sound right, which has to do with the winning margin.
Let's say the Leave votes were one more than the Remain votes. This would have meant that one voter decided that the UK should leave the EU. When you cancel out the people with opposing views, the difference is the number of people that determines the outcome. In the referendum the winning margin was only 3.8% of voters. This is much smaller than the people who did not vote, which creates a high degree of uncertainty. If people said the referendum result was inconclusive, that would have made sense.

Normally the public would need to elect a majority of members into the House of Commons (parliament) who are in favour of Brexit for this to be pushed through, unless the members of the majority Conservative party support Brexit, and elect a new leader that will execute it (Conservative Party (UK) leadership election, 2016). The popularity of the party in the future will depend in the public's satisfaction with the outcome.

The European Union
The EU needs the following:
(1) A constitution which protects the freedom of individuals from unnecessary government controls, and protects the freedom of member states from unnecessary EU controls.
The 2004 Treaty to Establish a Constitution for Europe was not accepted (Wikipedia). Instead the Treaty of Lisbon was accepted in 2007. The treaty is full of worthless, generalized statements, like: "The Union shall define and pursue common policies and actions, and shall work for a high degree of cooperation in all fields of international relations".
With regards to refugees for example, the treaty says in Article 3: "... with appropriate measures with respect to external border controls, asylum, immigration ...", without stating what appropriate is.
The treaty leaves the decisions to the European Parliament in Article 78: "the European Parliament and the Council, acting in accordance with the ordinary legislative procedure, shall adopt measures for a common European asylum system". A country must know what it signs up for when it joins the EU, so the policies must be entrenched in a constitution.
"This policy must be in accordance with the Geneva Convention of 28 July 1951 and the Protocol of 31 January 1967 relating to the status of refugees, and other relevant treaties." The UK is trying to escape its obligations, by virtue of its greater distance from the origin of the refugees. To make EU membership acceptable, the obligation of EU members will need to decrease with distance. Since the refugee conventions can't be avoided, practical solutions are required. The ideal solution would be for refugees to be given mobile homes just outside their home country, so that they can return when the conflict ends.
Article 67: "It shall ensure the absence of internal border controls for persons and shall frame a
common policy on asylum, immigration and external border control, based on solidarity between Member States". Solidarity was not achieved, and apparently the treaty offers no way of resolving disputes amicably.
(2) Equal economic development, to eliminate internal migration from less developed to more developed countries, and prevent a flow of money from wealthy to poor countries, leading to debt default. To achieve similar economic growth, all governments must have the same restriction on expenditure relative to the size of the economy.
(3) The functions of the EU should be defined, and the cost (per EU citizen) of each function calculated. Apparently people don't know what they are paying for.
